Kind of insufficient data here.
I believe that if you actually have power in any nation you have many people you can command to do things, at least up to a point, and if that is true and you are not completely incompetent, you can turn your country around and make it thrive. Still being responsible for a nation and ruling are hard things to do. Do my people love me or hate me?
What salary and benefits does the lowest servant in the luxurious palace of the billionaire have? Is the billionaire good or bad to his employees, there are examples of both. What is the job this lowest servant has?
If you don't constrain these things more than you did, and just let me fill in missing details, I can make either look very good, and then it is just a question do you want to rule (hard) or obey (easy).

The oft referred to Milton phrase "better to rule in Hell than serve in Heaven" comes to mind, but my own personal take on this is:
Any powerful person (does billionaire even cover it in this age of wealth concentration?) is in a position to indulge their idiosyncrasies and they can be extremely impulsive and cruel. I have zero preference to be a lackey for anybody in that category.
That leaves me with option one - although I have no inclination to be a ruler/monarch over anyone. That said, I would take that option over what would amount to sucking up to an asshole.

But I see now that y'all just aren't familiar with how the 'Would you rather' game is played.
The answers aren't supposed to be pondered at any length - you're supposed to simply just blurt out whichever of the choices appeals to your emotions at that moment. It's supposed to be a fun, dining hall diversion away from a long, bland discussions about lost paradises.
