You don't need a public discord server.
That would not really make sense when you have a forum at the same time.

But for the purpose of managing the possible takeover of the forum: You only need a private server, or a group call/chat.
Technically: Yes, you violate the TOS.
But there is little risk if no one reports you, and that can not happen if it is not public.
In addition: If you only talk about the technical and legal aspects of managing a forum, there is no risk at all, bekcuse that does not violate the TOS

I guess Discord is the best option you have, because it allows group chats/and calls, and is therefore way more pleasant to use than PM and Mail.
On the other hand you don't need to share your mail adress or phone number.

There's still an old Discord server for RU that we've used for communicating offline. No one hosts any stories or content there, but we've used it in the early days of RA. As long as we don't host any content there, it's not in violation of their TOS.

@Blue I'm not necessarily opposed to WhatsApp or Telegram, but I don't normally use them. PM's here work as well as email too.
