Babylon 5? Oh man you're taking me down a trip to 90's television lane. It's been forever since I've watched that show.

To the story itself, this was just a master class of brilliance. A telepathic character not only allowing all the sexual things happening to her, but orchestrating it in such a way that the men think they are the ones in control. It's not exactly con, but it's not exactly non con either.

Yeah loosely based on Babylon 5, Iris was created for a role play in the Lagash 3 setting (clearly made by people scared that Babylon 5 would get them in trouble if they used that straight up), on TBV, and I like the character

Iris and I think that it is consensual as all she did was free their desires in their minds, and she was in the mood for what they wanted to do too. Though maybe freeing inhibitions is non consensual and in that case the story should be too

Iris shape change is entirely real and not an illusion, but she is not just her humanoid form, but her ship, they are two parts of her whole.

She can take the form of a human female yes, in this case in this story she altered the human female form a bit from baseline, just since she felt like it. If she takes a human female form she does not have to manipulate your mind to make her seem that way, she will look, sound, feel, smell, taste, like a human female, and any technology recording her will see that too.

One thing she almost always does is leave at least one of her Iris markings somewhere on her skin, or many, in particular if she has taken the form of a well known person, like Lyta in this case, since she wants any recordings to not be usable as blackmail against said person, and have the markings be there to say "this is actually me Iris, not whomever I am pretending to be".

Also Iris sees herself as female, and although she could shape change into something that looks like a male and sort of functions like a male, she would not be capable of properly creating semen that would work right, she could create some sort of ejaculate that would feel sort of like cum, but examined in a microscope it would not look right at all. She might be able if she desired to, to create compatible eggs for other species to fertilize with their seed, though she has not felt the need for that, she does however collect genetic material though for her own uses.

Also her 'species' is just her own manifestations (her humanoid form, her ship, there may be other manifestations elsewhere too, sleeping).
