If anyone needs to be taken down a peg or two, it's cyclists. Good job. Not sure the newspaper asides were necessary, they broke the flow of the story somewhat and did not really explain anything you could'nt figure out from the main text.

Thanks for the feedback, it’s true that the article broke the flow. It was my intention to explain why this is possible inna non-authoritarian state. Addressing the obvious questions. And I wholeheartedly agree on cyclists, they endanger themselves and others by their wanton disregard for the rules of traffic.

I think the newspaper exposition is good to understand the rules of the world they are in. Without that the story could have easily been a cop abusing his authority and breaking the law. But in this case the law was on his side.

You could make things more interesting by having a law that it's illegal to be naked in public in combination with this punishment that practically forces someone to be naked in public. In theory it could be the punishment that technically could never end.

For that part you have the laws of morality and personal shame. In my story that’s what the corrective measurements of this punishments is targeting. Those people will continue to live in the neighborhood s where they have been seen breaking the rules and getting caught, that is the never ending part of the punishment. I have the benefit of having experienced the attitude towards rules in two countries for decades. Germans tend to follow rules because they exist, in The US people tend to follow rules when there is a good chance of getting caught violating said rules. That isn’t to say there aren’t rule breakers in both nations, but the attitude is different to it.

I wanted to write a story, were the cyclist is in the wrong all the way, though I failed in that regard as the Policeman is going to steal her panties for personal gain and isn’t just observing her for the fulfillment of his duties. So a female police officer would possibly have been better.
